[Software] New version of R installation script

Following the lately created script to easily install new versions of R, we updated the procedure to make it even easier and a lot quicker.

To make the script (install_r_latest_withsepp.sh) run, you have to be on a server that has /g/software mounted. This is needed because we now installed the dependencies on SEPP. This prevents the re-installation of the needed packages every time you run the script.

The installed packages & tools are:

Curl (7.45.0)
ZLib (1.2.8)
BZip2 (1.0.6)
XZ (5.2.2)
pcre (8.37)
Texinfo (6.0)
